Global Stakeholder Dialogue on GFC Implementation Programmes: update and next steps towards IC-1

This fifth webinar in the series of IOMC webinars supporting the development of the Global Framework on Chemicals (GFC) Implementation Programmes (IPs) will provide an update on the status of proposals for the three IP work areas, including early activities identified for implementation under ICCM-5 Resolution V/8 (Bonn, Germany, 25-29 September 2023). Building on the outcomes of the June 2026 Open-Ended Working Group (OEWG), the session will present a draft road map and key milestones leading to the submission of IP proposals to the first International Conference (IC-1) in November 2026.
The webinar will highlight opportunities for stakeholder engagement and co-creation throughout the IP development process, including the operation of the informal stakeholder reflection group. It will also provide updates across all three work areas: (1) strengthening legal frameworks and institutional capacities for chemicals management; (2) strengthening economic and industry sector engagement and action along value chains; and (3) integrating chemicals and waste issues into sustainable development decision-making. Presentations will cover early implementation activities such as mapping and analysis of existing approaches, development of tools and guidance, piloting new initiatives, and enhancing synergies across programmes—especially between IP1 and IP2.
Participants will be briefed on ongoing work, including industry self-assessment tools, sector-specific programme development in textiles, electronics, and health care, updates on the modular chemicals management system, and the regulatory self-assessment and benchmarking tool. Preparatory work for IP3 will also be shared, outlining the evolving vision for integrating chemicals and waste priorities into broader policy processes.
In advance of this webinar, background materials and draft discussion documents will be made available to participants on the webinar website. These resources will support informed dialogue and provide a basis for stakeholder contributions.
As with all webinars in the series, participants will have multiple avenues to provide input, including verbal interventions, written comments in the chat, and follow-up written submissions. All webinar recordings, presentations, and a short report will be posted on the webinar website following the event.
