Request for comments to GFC National Focal Points:  Building Blocks of a National Chemicals Management System

The OECD and IOMC would like to request comments on a draft document developed to support the implementation programme on “Strengthening Legal Frameworks and Institutional Capacities for Chemicals Management” (IP1):

• Building Blocks of a National Chemicals Management System: A Framework for Developing National Systems for the Sound Management of Chemicals (Draft version 4. Updated: March 2026)

This draft framework presents the Building Blocks of a national chemicals management system for the sound management of chemicals (SMC). It is designed to support countries in establishing or strengthening national systems in line with the Global Framework on Chemicals (GFC), and to help translate GFC objectives and targets into coherent national action across laws, institutions, and policy instruments.
